Decision
On
Allocation of Duties for the Leadership of the Senate of
the Second Legislature

The Permanent Committee of the Senate

- Having seen the Constitution of the Kingdom of Cambodia
- Having seen the internal regulation of the Senate of the Kingdom of Cambodia
- Having seen the result of the first plenary session of the senate 2nd legislature held on 20 March, 2006 on the nomination of President, first Vice-President, and second Vice-president of the Senate
- In reference to the overall consent of meeting of the Permanent Committee of the Senate held on May 9,2006:

Decide:

Article 1: The duties of the President, First Vice President and Second Vice President of the Senate shall be allocated as follow:

PRESIDENT
. Assume overall responsibility in the leadership and the functioning of the Senate Institution, the Permanent Committee, all the nine commissions, and the General Secretariat of the Senate.
. Represent the Senate in the communication with the King, National Assembly, Royal Government and public authority.
. Represent the senate in international relations

FIRST VICE PRESIDENT
. Assist the President in the affairs of international relation:
a- Follow up and take the lead in work related to the Friendship Group of the senate and relationship between senates of friendly countries.
b- Follow up and take the lead in the work related to cooperation within the framework of ASEAN Inter-Parliamentary Organization (AIPO), Inter-Parliamentary Union (IPU), Association of Francophone Parliaments (AFP), and other international organizations.
c- Manage and arrange the composition of senate delegation for international visits (Official Friendship Visit, Study Visit, Attend Conference or Workshop or regional or international forums)
d- Follow up and take the lead in the work related to cooperation between the Senate and international partners: UNDP, Konrad Adenauer Foundation (KAF), Cambodia Canada Legislative Support Project (CCSLP).
. Assist with other task as assigned by the President.

SECOND VICE PRESIDENT
. Assist with the daily work of the President related to the administration, legislation and public relation of the Senate.
a- Follow up on the operation of the General Secretariat
b- Manage in the work of administration, legislation, public relation, and security of the senate
c- Follow up and coordinate in the field of domestic travel of commission and senators.
d- Participate in the preparation of work schedule of the Permanent Committee and the plenary session.
e- Manage all correspondence and incoming and outgoing letters of the senate to and from outside institutions.
. Assist with other tasks as assigned by the president.
Article 2: This decision shall take effect from the date of signature.
